Children from zero to six years of age require specific and targeted interventions and services to protect them from the effects of poverty, abuse, and diseases. Rwanda recognizes that early childhood development is one of the pillars of human capital development and sustainable development.
In line with Rwanda's ECD Policy published in 2011, CFO partners with local government entities to implement activities related to early childhood education and parenting education, focusing on community-based solutions that are sustainable and culturally appropriate.

Since 2018, CFO has been implementing an Integrated Early Childhood Development program including community-based ECD and parenting education in Rugarika Sector.
INEZA Nursery School serves children aged 3-6 years, providing learning through play and exploration in groups, with more opportunities to interact with other children and a variety of adults.

In Rwanda, while the gross enrollment rate is high in primary education, secondary school enrollment drops significantly. Statistics from 2020/2021 show a 10.3% dropout rate in secondary education.
Students who drop out are especially from disadvantaged families. They lack school fees and basic materials like uniforms. Without guidance and counseling, they lose hope for their future and decide to leave school.
